The best way of checking the consumption of spirits in Hongkong would be to increase the retail license fee, as Mr Graham suggests ?
and the only way of preventing the consumption of bad spirits would be either (1) to prohibit the distillation or importation of spirits, or (2) to impose a penalty on Spirits, as contemplated in S.48 of the Spirit Faren Bill (7457)

I think that, he should have refunded. I would also support that the licence fee should be uniform and not dependent on the quantity or quality of spirits distilled
I am not sure it might be wise
The conditions being that it should be liable to forfeiture on proof of the license having sold spurious spirit,
with the previous minutes of the Executive Council
taxing spirits distilled for exportation and the tax on the manufacture of spirits for internal consumption would be various - but to an extent like customs duties -
I am rather inclined to support the Commercial Government. The duty is excessively low, and the manufacture of spirits for export is not, under all the circumstances, an enterprise
of unfair competition with the export duty. We cannot prudently maintain that Export duties are unsound or undesirable in Colonies. If he J. Hennessy taxes the Chunève distillers, as he says he will, on a fair scale, part of the burden, at any rate, will be removed.
(1) Mercantile retail license
or (2) to impose a heavy penalty on the sale of Notions spirits.

I agree with Sir Grant Duff! an Export duty on spirits distilled in the colony which is quite indefensible in amount,
fixed arbitrarily, without any principle.
